Jackson, Robertson & Adams usually did better than this. Depression-era budgets and the ennui of late Georgian Revivalism are probably to blame for this rather dry addition to what was then a pretty exciting place architecturally. The frieze depicting mail distribution is sweet, probably one of the last examples of such anecdotal decoration conceived and executed honestly, unlike wry, hip Post-Modern attempts.
