Marilyn Taylor, then of Skidmore, Owings & Merrill’s Washington office, designed the first, and still the best, building in Capital Center. Much smaller than its predecessor because of diminished rail use, it nevertheless achieves a modest and quiet monumentality, especially with its striking clock tower and low saucer dome, an obvious yet gracious gesture towards the State House. How architecturally instructive, too, that it handles reinforced concrete so nicely as a building material, one of the best examples of that medium in the state.
